The thermostat reliably reads 21°C, but you're wearing a sweater indoors and your feet stay cold on the floor. This isn't necessarily a failing heating system — often it's a gap between what the thermostat measures and what your body actually feels.

Why felt temperature differs from displayed temperature

For a poorly placed thermostat, moving it to a representative interior wall, away from direct heat sources and sunlight, often fixes the problem with no further work.
